Penalties for Residents

Residents found in possession or use of a vape face significant fines—S$500 for first-time offenders under 18 and S$700 for adults, with immediate effect as of September 2025. A second offence leads to mandatory participation in a rehabilitation programme. Third and subsequent offences can result in prosecution and fines of up to S$2,000. For vapes containing etomidate or other controlled drugs, there are potential jail terms of up to 20 years and caning for those caught importing, selling, or distributing these devices.

Penalties for Visitors

Visitors are subject to the same prohibitions as residents. Tourists or foreigners caught with any vaping device face confiscation, immediate fines (up to S$700 for a first offence), and possible deportation or permanent bans from re-entry into Singapore for repeated or aggravated offences. Authorities implement strict screening at checkpoints and airports, with no exceptions granted for possession even if the device was purchased legally abroad.
